Remand Prison and Correctional Facility, department with imprisonment in Sabinov and open department Šváby
The original facility was open in 1942. The predecessor of the remand prison and correctional facility was a penitentiary center for juveniles, which was established in 1969. Substandard facilities to serve the sentence gave rise to an extensive renovation of the building, which began in 1972 and continues to this day with breaks. Major reconstruction was carried out mainly in the prison building, which improved the social conditions of imprisoned persons. Part of the facility is also an open department and department with imprisonment in Sabinov.
Treatment of the accused and convicted is provided in compliance with the current legislation in order to develop a sense of responsibility, respect for the law, respect for others, self-respect and the emphasis is put mainly to ensure the purpose of a remand detention and purpose of imprisonment. Care is also taken to limit the adverse effects of the prison environment. Given the fact that the accused and sentenced are for an indefinite period of time isolated from the society and taken away from their social environment, it is necessary to give them the opportunity to maintain contact with the outside world, especially with the primary family, that is why they are allowed in accordance with the legal conditions to be visited by their families in a direct contact. For the purpose of obtaining information on a community-wide events, political, economic and cultural life are they allowed to watch television program according to drawn up weekly schedules. Accused and convicted are allowed through an offer sheet that includes a plan of leisure activities, to allows participate in various lectures, discussions, quizzes and hobby clubs. Favorite activities are tournaments in table tennis, draughts, chess, playing sports games, reading literature, fiction and so on. Juvenile accused are attending compulsory education provided in cooperation with the primary school. In the prison library it is possible to borrow basic legal regulations and laws, professional and religious literature and fiction, reading room in the prison library is equipped with a computer. Convicted executing a custodial sentence in an open department attend events organized outside the facility, in particular sports events - football and handball matches, but also cultural activities - visits to galleries, various exhibitions, film and theater performances, planetariums, walks to nature and to the surroundings of the department. Enforcement of the sentence in an open department is to ease restrictions of the imprisoned, mostly in the form of free movement outside the department, so that the imprisoned can attend various cultural, sporting and social events and also they can be allowed to walk outside the facility in order to visit close relatives to up to 48 hours. A drug-free zone project is being implemented here, which aims to ensure optimal conditions for the psychological, social and physical development of personality of the imprisoned. Convicts carrying out their sentence in the prison department in Sabinov publish their own magazine "Behind the door". Regular catholic pastoral care for convicts and accused is served by the prison chaplain. Ecumenical pastoral care is provided by a prison pastor of the remand prison and correctional facility in Košice.
The facility also provides employment of accused persons within secondary economy centers and in internal operation. Prisoners are assigned to the following types of work: workplace with a free movement and workplace with supervision. The facility has established three secondary economy centers: VH 1- provision of works and services, center VH 2 - locksmith products and VH 3 center - Production of metal bunk beds. Prisoners assigned for works in the external workplaces operate mainly in construction, woodworking, engineering industry and agriculture. In the secondary economic centers with own production are made metal and locksmith products, for example metal bunk beds, cases for mobile phones, filing cabinets designed for the Service or for the market on the basis of orders. Possibility of establishing a workplace with free movement in the open department have been used by natural and legal persons on the basis of concluded work and service contracts. Year-round average employment of the convicted in an open department has a positive impact on the process of social reintegration of the convicted persons, acquisition of working habits and consequently possible entry in the labor market. The facility also provides employment of accused persons in internal operation on the positions of porters and assistant in the kitchen.
Health care for the accused, convicted, members of the facility and retired is provided in three general ambulances. Specialist medical care is provided by a dentist to the accused and convicted in the dental clinic of the facility. There is a possibility of use of external services of a psychiatrist, phthisiologist and a gynecologist. Other specialized health care is provided in external contracted medical facilities.
The Institute has systemized 336 functional positions and 2 functional sites within the project "A chance to return". Of which 9.8% are women, 56.5% staff members have completed secondary education, 40.8% have a university degree, from the total number of university-educated staff members are 24% university-educated women. 8.2% of staff members are in the preparatory civil service. In terms of age constitute the largest share of members to 45 years of age - 21.9% and up to 40 years of age - 19.5%. In terms of service length make up the largest share of staff members with the length of service to 15 years - 29.9%, and up to 5 years - 20.1%. Work in the public interest is carried out by 49 employees. Of these make up women 51.0%. The average age of a staff member is 41 years and average length of service is 12.5 years.
